[TASK] Raise typo3/testing-framework:^6.16.5

Update testing-framework to incorporate latest changes.

Some phpstan-baseline ignore-patterns are added and will
be addressed with dedicated patches.

This change is a manual backport of #97677.

Used commands:

> composer req typo3/testing-framework:^6.16.5 --dev
> Build/Scripts/runTests.sh -s phpstanGenerateBaseline
