[TASK] Update PHPStan to version 1.7.0

The new version finds some new possible bugs and
removes some incorrect ones.

Used commands:

> composer req --dev phpstan/phpstan:^1.7.0
> Build/Scripts/runTests.sh -s phpstanGenerateBaseline
