[!!!][TASK] IRRE: Always consider "localizeChildrenAtParentLocalization"

The TCA Inline behaviour option "localizeChildrenAtParentLocalization" is dropped.
This functionality is now always enabled.

A TCA migration wizard is removing the option.

On a side note, the removed functional tests when removing
"localizationMode=select" were re-added.
