[TASK] Upgrade version of D3.js to version 4.7.3

Release notes:

 * Optimize d3.pack.
 * Fix string coercion in transition.style and
 transition.attr.
 * Update dependencies.

 * Fix the Mercator projection’s built-in clipping when
 projection.rotate is used.
 * Fix the transverse Mercator projection’s built-in
 clipping when projection.rotate is used.
 * Fix the transverse Mercator projection’s built-in
