[TASK] Raise typo3/testing-framework:^6.8.3

Brings a composer conflict setting to prevent incompatible
doctrine/dbal versions, and an acceptance test related fix.

composer req --dev typo3/testing-framework:^6.8.3 -d typo3/sysext/core --no-update
