[TASK] Update php-cs-fixer from 2.0.0 to 2.2.x

Latest 2.2 branch of the require-dev dependency of
php-cs-fixer brings PHP 7.2 compatibility.
The core has this dependency to run the cglFixMyCommit.sh
script which needs a slight adaption with the version raise.
