[BUGFIX] Javascript for TMENU_LAYERS and GMENU_LAYERS missing

If using GMENU_LAYERS/TMENU_LAYERS and (for example) indexed_search on
the same page, the JavaScript header tags are missing if the page is
loaded from the cache.
