[TASK] Remove skipped FAL functional tests

Utility/File/ExtendedFileUtilityTest.php contains some old FAL
related tests that are not maintained for quite some time, broken
and skipped.
Functional tests for FAL should be re-written if needed from scratch
so these tests are removed for now.
