[TASK] Move rtehtmlarea TypoScript to correct folder location

The accessibilityicons feature includes a file
within EXT:rtehtmlarea/res/. According to the rest of the
core conventions this is now moved to
EXT:rtehtmlarea/Configuration/TypoScript/.
