[TASK] Implement `@typescript-eslint/prefer-string-starts-ends-with` rule

The eslint configuration now takes the rule
`@typescript-eslint/prefer-string-starts-ends-with` [1] into account,
enforcing the usage of `startsWith()` and `endWith()` over index
checking in strings.
