[DOCS] Correct documentation for PasswordChangeEvent in ext:felogin

The documentation for the PSR-14 event `PasswordChangeEvent` currently
states, that it is possible to mark a password as invalid. This
functionality has been removed in TYPO3 v13.

This change corrects the documentation of the `PasswordChangeEvent`
event.
