[TASK] Clean up phpDoc comments in typo3/sysext/

Clean up phpDoc comments for the following classes:

* typo3/sysext/opendocs/class.tx_opendocs.php
* typo3/sysext/opendocs/ext_tables.php
* typo3/sysext/opendocs/registerToolbarItem.php
* typo3/sysext/perm/ext_tables.php
* typo3/sysext/perm/mod1/class.sc_mod_web_perm_ajax.php
* typo3/sysext/perm/mod1/conf.php
* typo3/sysext/perm/mod1/index.php

Clean up provides:

* Provide correct parameter names in phpDoc
* Provide correct data types in phpDoc
* CGLify phpDoc (remove tabs)
