[TASK] Extend route enhancer test framework 

* introduce `routeParameter` variable (default `{value}`)
* introduce ExceptionExpectation applicable in test cases
* adjust TestSet::getSingleApplicable($type) to consider
  ApplicableConjunction as well
* adjust configuration/declaration merges

Resolves: #90153
