[TASK] Raise testing-framework and styleguide

> composer req --dev phpunit/phpunit:^9.5.25 -w
> composer u typo3/testing-framework
> composer u typo3/cms-styleguide

The testing-framework change slightly changes load
order in functional tests, ext:impexp functional
tests are sensible to this and need minor fixture
updates.
