[TASK] Raise typo3/testing-framework

Brings PHP 8.2 fixes.

Setting mikey179/vfsstream as explicit dependency since
testing-framework dropped the dependency. Raising
testing-framework.

> composer req --dev typo3/testing-framework:dev-main
